National Institute of Public Health of the Kyrgyz Republic Presented the Results of a Scientific Assessment and Regulatory Analysis of New Tobacco and Nicotine Products

14 Jul 2026

As part of the study, the authors reviewed scientific literature, the national regulatory framework, and international experience concerning heated tobacco products and certain novel nicotine-containing products, such as snus and nicotine pouches.

The authors note that a substantial body of scientific evidence has accumulated, indicating that the smoke-free products examined in the study may be associated with a lower level of health risk compared with continued cigarette smoking. At the same time, the study emphasizes that these products are not risk-free and are intended exclusively for adult consumers of nicotine-containing products.

According to the study’s conclusions, further assessment of the potential role of these product categories may contribute to the development of science-based regulatory approaches and to the evaluation of their possible impact on reducing smoking prevalence and smoking-related diseases. The review of international experience also indicates that a number of countries are considering differentiated regulatory approaches for various categories of tobacco and nicotine products based on the available scientific evidence.
